Baseline report
The Baseline report lays the foundation for the EUVECA project by mapping the current state of health and social-care education across partner regions, analysing training needs, and reviewing relevant European policies. It summarises how training, skills demand and systemic trends vary across Europe to inform the design of our future Regional Vocational Excellence Hubs and the broader European platform. The report presents key findings from literature reviews, a pan-European needs survey, regional analyses and stakeholder consultations. By doing so, it ensures that all further project work is grounded in up-to-date evidence and real-world needs.
